  2. Regulated vs Deregulated ComparisonNew Mexico is a regulated state. In 2003, the average electricity rate was 8.69 cents per kWh. That’s 0.47 cents less than Texas’ average in 2003.
    From 2003 to 2007, New Mexico’s electricity rates fluctuated up and down. By 2008, the average rate was 10.01 cents per kWh. That’s 3.03 cents less than Texas’ 2008 average of 13.04 cents.That’s 3.03 cents less than Texas’ average of 13.04 in 2008.
