What is Lubbock Power & Light?

In 1916, Lubbock Power & Light (LP&L) was founded as a municipally owned utility with a mission to generate and distribute electricity to the Lubbock community. For more than a century, LP&L managed both the delivery and sale of electricity for local customers, serving more than 100,000 residential and business accounts throughout the city.

A major change occurred in December 2023 when LP&L successfully completed the transition of all customers to the Electric Reliability Council of Texas (ERCOT) power grid. This transition paved the way for retail competition in Lubbock, making it one of the first Texas communities served by a municipally owned utility to enter ERCOT’s competitive retail electricity market.

Beginning in 2024, customers in the LP&L service area gained the ability to choose their own Retail Electricity Provider (REP). While customers now shop for electricity plans from competing providers, LP&L continues to operate as the local transmission and distribution utility (TDU), maintaining the infrastructure that delivers electricity throughout Lubbock.

Responsibilities of LP&L

Since the transition to retail electric competition, LP&L’s primary focus is delivering electricity and maintaining the infrastructure that powers homes and businesses throughout Lubbock. As the local TDU, LP&L is responsible for several essential functions that help ensure safe and reliable electric service.

  • Electricity Transmission and Distribution: Delivers electricity through local infrastructure, including poles, wires, lines, substations, and related equipment.
  • Power Line and Equipment Maintenance: Maintains the electric infrastructure that supports safe and reliable service throughout Lubbock.
  • Outage Response and Restoration: Responds to power outages, service interruptions, downed lines, and electric equipment issues.
  • Meter and Usage Management: Monitors and measures electricity usage for homes and businesses in its service area.

LP&L Service Area

Unlike investor-owned utilities that serve multiple regions across Texas, LP&L is municipally owned so its service area is limited to the city of Lubbock.

LP&L Delivery Charges

LP&L charges a delivery fee to help cover the cost of operating, maintaining, and improving the electric infrastructure that delivers power through Lubbock. This fee is separate from the electricity supply charges set by your REP and appears monthly on your electricity bill regardless of which provider you choose. The monthly delivery fee for LP&L is:

How LP&L Invests in Customers

LP&L continues to invest in infrastructure improvements and operational upgrades designed to strengthen reliability, improve efficiency and support the growing needs of the Lubbock community.

In 2024, the LP&L Electric Utility Board approved the purchase of five bucket trucks equipped with Jobsite Energy Management System (JEMS) technology. These trucks are designed to power jobsite equipment without running the vehicle engine, helping reduce fuel consumption, maintenance costs, noise levels, and emissions. The new vehicles will support LP&L’s Overhead, Service, and Street Light departments as they maintain and improve the local electric system. Combined with investments in substations, transmission facilities, and distribution equipment, these upgrades help LP&L continue providing safe and dependable electric service for homes and businesses throughout Lubbock.
